Performance Management System in the Mozambican Public Service

Project Description

As part of the second phase of the Government of Mozambique’s ambitious, ten-year Public Sector Reform Program, launched by President Chissano in 2001, the government has prioritized the development of a model for a performance management system. The creation of the new Ministry of Public Administration in 2007 provides added momentum. This central agency is responsible for developing policies and strategies for the management of the human resources of the state at both the individual and institutional levels. To assist the Ministry of Public Administration in introducing a results-oriented performance management system, IPAC has been asked to provide technical assistance. By consulting with human resource managers and other key stakeholders and decision makers across the Government of Mozambique, the IPAC team will facilitate the development and implementation of the new performance management system.


Goals and Objectives

The objectives of this project include:
·     To identify criteria for measuring individual and institutional performance;
·     To re-evaluate professional qualification;
·     To propose a model for performance evaluation of Permanent Secretaries and National Directors;
·     To propose procedures for generating appropriate job descriptions;
·     To propose mechanisms for evaluating the performance management system;
·     To suggest a target group for the first phase of implementing the new system; and
·     To advise on managing the first phase of the implementation process.
