Exploring the Relationship Between Governments and the Not-for Profit/Voluntary Sector: Is Collaborative Governance the Answer?
Robert Patchell, Master of Public Administration (MPA) student at the Universities of Winnipeg and Manitoba, Recipient of the IPAC Manitoba 2011 Willard J. Condo Award, the Manitoba award winner for the IPAC National and CAPPA Student Thought Leadership Award, and the Silver Medal Winner at the IPAC National conference for his research, will present his work on “Project Funding and the Nonprofit Sector in the Era of Collaborative Governance”.
Dr. Karine Levasseur, Assistant Professor and Director of Cooperative Education at the University of Manitoba, will present "Moving beyond project funding: Enhancing and expanding the funding toolbox for voluntary organizations".

Citizen Engagement and Awareness of Public Service's Roles and Responsibilities
Governments world-wide are seeking to deepen their connection with the public they serve through Citizenship Engagement

Join us on November 18th as our distinguished panellists explore the active involvement of citizens in resolving issues of public concern, shaping government policy and ensuring that citizens’ needs are central to program/policy design and service delivery.

Moderated by distinguished professor and Vice President, Probe Research, Chris Adams, our guest panellists include:

Paul Vogt, Clerk of the Executive Council and Cabinet Secretary for the Province of Manitoba, will examine citizenship engagement from the perspective of the public service. He will speak about the role the public service plays in involving citizens in shaping public policy.

Dan Lett, Political Columnist—Winnipeg Free Press, will talk about the media’s role in citizen engagement, as well as providing a commentary on the public interest in government policy making.

Michelle Richard, OurWinnipeg Initiative Coordinator, City of Winnipeg, will provide lessons learned from OurWinnipeg—a 12 month engagement process culminating with a new Development Plan for the City of Winnipeg.

Winner of the 2010/2011 Willard J. Condo Memorial Award is Announced
On October 19, 2010 Maria Nyarku was formally recognized as the winner of the 2010 / 2011 Willard J. Condo Memorial Award.

Maria presented highlights from her award-winning research paper, titled Vectors Towards a Better Understanding of P3’s shedding light on the complex realm of P3 public service arrangements, including the main arguments for and against their use. Scroll down to the bottom of the page to ready her award winning paper.

Dr. John Loxley, economist and award-winning professor from the University of Manitoba was also a highlight of this event. Dr. Loxley spoke to the outcomes of his research, where over the past two decades where he has analyzed the economics and financial aspects of a number of real-life private-public partnership examples in Canada. He is also the author of the recently released book, Public Service, Private Profits.

Federal-Provincial Interactions with Municipalities
Can we meaningfully talk about a Canadian system of municipal government?

Dr. Andrew Sancton Professor of Political Science at the University of Western Ontario and author of Foundations of Governance, argued that we can referencing financial and other data from his book.

Dr. Tom Carter, the author of the chapter on Manitoba, exploreed the major issues facing its municipal system. Carter is a professor at the University of Winnipeg’s Department of Geography and he is the Canada Research Chair in Urban Change and Adaptation at the Institute of Urban Studies.

Collectively, Sancton and Carter shared their thoughts on issues such as the future federal role in Canadian cities, prospects for more municipal autonomy, and the varying role of different provinces in mediating federal-municipal relations.

Cost-Effectiveness Analysis, Cost-Benefit Analysis – The Nuts and Bolts
This workshop offers evaluators and policy planners a concise and practical overview of CEA and CBA techniques. Part 1 (Morning) reviews the basic concepts of cost-effectiveness analysis. While the course focuses on practical techniques with applications, awareness of the foundations is essential for the appropriate use of these methods. Part 2 (Afternoon) shows how cost-benefit differs from cost-effectiveness and presents a typical cost-benefit exercise.

Public Service in the 21st Century
Media and Public Policy in Manitoba

Media consumption is critical to informing the public about important public policy issues. In that context, the media serves to prime public opinion and establishes the permissible limits to public discourse and agenda.

An impressive array of speakers examined the roles, responsibilities and impact of media on government policy processes.

Paul Thomas – is the Duff Roblin Professor of Government at the University of Manitoba where he has taught for over 30 years. Recently, he was inducted into the Order of Manitoba and is a recipient of the Lieutenant Governor's Medal for Excellence in Public Administration.

Mary Agnes Welch – is the public policy reporter at the Winnipeg Free Press. Before that, she covered the Manitoba legislature and Winnipeg city hall. She’s a graduate of Columbia University’s journalism school and national president of the Canadian Association of Journalists.

Jonathan Hildebrand – is the Director of Communications, Cabinet Communications, Government of Manitoba. He holds a Bachelor of Education degree from the University of Manitoba.

- Paul Vogt, Clerk of the Executive Council, Province of Manitoba, will open the event with remarks on his perspective of today’s public service.
- Professor Patrice Dutil, Ryerson University, will discuss elements of his recent book, Searching for Leadership: Secretaries to Cabinet in Canada. Professor Dutil will outline the roles, key functions and impact of those in the highly influential positions of Secretary to Cabinet or “Clerk”, and examine how the leadership role of the Clerk must be
appreciated and understood in light of modern management practices in the public service.
- Professor Kim Speers, University of Manitoba, will bring additional perspective on the importance of leadership in public service of the 21st century.

The Whole Truth: Socioeconomic Status and Educational Outcomes
The existence of a social gradient in educational outcomes has been known for decades, but the full extent of this gradient has been impossible to estimate given limitations in data available (especially in accounting for retention and dropout). Working with recently acquired administrative data from provincial departments of Health and Education, the Manitoba Centre for Health Policy has conducted a first ‘population-based’ analysis of educational outcomes for all children in Manitoba. The results are sobering, and provide solid evidence on which to base enhanced efforts to raise and equalize educational outcomes for all children.
