These succinct and user-friendly fact sheets provide today’s leaders with background information on cross-cutting topics and themes of our International Program. Our current briefs are as follows:

This leadership brief defines alternative service delivery and describes its different types, such as partnerships and the single-window approach. It details cautionary considerations and describes the “public interest” test.
Anti-corruption. IPAC’s Leadership Brief Series. Toronto: IPAC, 2010, 2 pp.
This leadership brief addresses the challenge of combating corruption in the public service. It describes what constitutes corruption, addresses its causes, and provides an overview of measures designed to prevent and counter corruption.
Citizen-Centered Service. IPAC Leadership Brief Series. Toronto: IPAC, 2007, 2pp.
This leadership brief defines citizen-centered service and qualifies the terms “citizen” and “customer”. It details the concepts of no-wrong-door and single window (or integrated service delivery), describes the ways in which citizen satisfaction can be measured and lists the driving forces of citizen satisfaction.

This leadership brief defines “codes of ethics”, “code of conduct” and “statement of values”. It identifies the content of most ethics codes and describes its various forms. It details both the benefits and deficiencies of ethics codes and addresses issues around their implementation.

This leadership brief defines ethics and values and provides an overview of the ethical dimensions of government. It describes ways for leaders to promote ethical conduct and identifies frameworks that help establish ethical and values-based regimes.

This leadership brief defines gender mainstreaming and gender equality and addresses their importance to public service delivery. It provides an overview of the principles of gender mainstreaming strategies, including accountability, organizational culture, political will and technical capacity.

This leadership brief defines human rights and provides an overview of international human rights legislation. It also describes the mechanisms used for effective implementation, both domestically and internationally, to ensure human rights become a reality for all.

This leadership brief defines public procurement and explains the importance of effective public procurement. It provides an overview of the basic rules, the wide range of challenges that can compromise public procurement, as well as the elements that characterize successful public procurement.

This leadership brief describes the benefits of single-windows (SW) and lists the different SW types and structural arrangements. It defines integrated service delivery and integrated channel delivery. It describes barriers to integrated service delivery and details ways in which these barriers can be overcome.

This leadership brief defines whistle-blowing, identifies the commonality of whistle-blower protection and lists the types of wrongs which justify disclosure. It explores issues such as protecting the accused, protecting anonymity and discouraging reprisal.
