Jessica McDonald
Deputy Minister to the Premier
and Cabinet Secretary of B.C.
Jessica McDonald was appointed Deputy Minister to the Premier and Cabinet Secretary on June 1, 2005. In this position, she is also the Head of the BC Public Service, the largest employer in the province with over 30,000 employees and more than 200 distinct fields of occupation.
In 1991, she began her career with the provincial government as a junior research officer and over the course of the decade took on roles across a broad range of ministries, focusing on public policy, management and organizational challenges. She left the public service in 1998 for the private sector before returning to government in 2003. Upon her initial appointment as a Deputy Minister in the Premier’s Office, she chaired the Deputy Ministers’ Committee on Natural Resources and the Economy, followed by a promotion to the position of Deputy Minister to the Premier in 2004 and an assignment to conduct a strategic review of the operations of government.
McDonald attended the University of British Columbia and graduated with a Bachelor of Arts, focusing on public policy and administration. She has a long history of interest and service in the BC legislative system, extending back to positions of Legislative Page during her school years and Legislative Intern upon university graduation. She is the first woman to hold the top position in British Columbia’s public service and has been recognized for her leadership in innovation and employee engagement. She has led the BC Public Service to achieve an eight point increase in employee engagement in two years, along with its first recognition as one of BC’s Top 40 Employers. She has twice been named to the list of Canada’s Top 100 Women, in 2006 and 2007. McDonald was born in Kitimat BC, and is a fifth-generation British Columbian.

John Mitala

John Mitala has been the Head of Public Service and Secretary to Cabinet in Uganda since 2002 and is the current President of the Uganda Association of Public Administration and Management (UAPAM). Serving 35 consecutive years within the Public Service, Mr. Mitala has an MA in Public Administration and Management from Makerere University, Uganda, an Honours BA in Law, Management and Administration from the University of Dar-es-Salaam, Tanzania and a Diploma in Training Methodology from the Turin International Centre. He is currently an IPAC member and a member of the Commonwealth Association for Public Administration and Management (CAPAM). Between 2002 – 2008, Mr. Mitala was the President of the African Association for Public Administration and Management (AAPAM) based in Nairobi, Kenya.

Cassie Doyle

Ms. Cassie Doyle is an accomplished leader with 25 years of experience building successful public service organizations at the municipal, provincial and federal levels of government in Canada. Prior to joining NRCan, she served as Associate Deputy Minister, at Environment Canada. Ms. Doyle holds a Master of Social Work degree in Public Policy and Administration and a Bachelor of Arts degree in Sociology.
Ms. Doyle came to the Government of Canada from the British Columbia Assets and Land Corporation, where she was President and CEO. From 1992 to 1999, Ms. Doyle held senior positions in the Government of British Columbia, including Deputy Minister of Environment, Lands and Parks; Small Business, Tourism and Culture; and Housing and Consumer Services, as well as Assistant Deputy Minister of Municipal Affairs. Ms. Doyle was appointed Deputy Minister of Natural Resources Canada in June 2006.

Judy Rogers has served as City Manager for the City of Vancouver since 1999. She is the first woman to be appointed to the position in Vancouver. Under her leadership, the City has received numerous awards for innovation and excellence, and is recognized worldwide as being a truly leading-edge civic government. Among her notable achievements are winning two United Nations public service awards for City programs she was instrumental in creating. It was also under her tenure that Vancouver won the right to host the 2010 Olympic and Paralympic Winter Games.
Ms. Rogers holds a Masters degree in Public Administration. She's a recipient of the Lieutenant Governor's Medal for Excellence in Public Service in BC and was named to Vancouver magazine’s 2007 Power 50 list of people who make a difference in the lives and communities of the city. For five straight years (2003-2007), she was recognized as one of Canada's Top 100 Most Powerful Women by the Women’s Executive Network.

Kim Devooght is the Vice President, Public Sector for IBM Canada. In this capacity, Mr. Devooght is responsible for providing the full range of IBM products, services, solutions and consulting to Canadian governments, educational and healthcare institutions and life sciences. Prior to his appointment in January, 2006, Mr. Devooght was the Vice President, Federal Public Sector, for IBM Canada. Prior to his appointment to this position in July, 1998, Mr. Devooght was General Manager, Government Service Delivery, IBM Global Government Industry, responsible for the development and deployment of public access and electronic commerce solutions with governments around the world.
Mr. Devooght joined IBM in February 1996, after a successful career of twenty-two years in government at both the federal and provincial level in Canada. In his last assignment with the Ontario provincial government, he was Assistant Deputy Minister, Safety and Regulation for the Ontario Ministry of Transportation, and Registrar of Motor Vehicles for the province. He was the accountable executive in Ontario during development and implementation of ServiceOntario, as well as many other service delivery and road safety innovations.
In addition to his professional responsibilities, Mr. Devooght is the Chairman of the OutCare Foundation (formerly the Riverside Hospital Foundation), supporting community based health care in Eastern Ontario. He also sits on the Board of Directors for the Snowsuit Fund in Ottawa, and the Advisory Board of the Association of Public Sector Information Professionals (DPI), and the Public Sector Business Committee of the Information Technology Association of Canada. Mr. Devooght has a B.A.(Hons.) in Public Administration from Carleton University in Ottawa, Ontario, Canada, and a Masters in Business Administration from York University in Toronto, Ontario, Canada. He has also attended executive education programs at Queen’s University in Kingston, Ontario, and Harvard University in Cambridge Massachusetts

Kathleen Redmond is a certified Executive coach, trainer and author. She is the founder of The Centre for Character Leadership, which is a resource to the Character Community Movement. She is honoured to call Don Cousens, Lois Tori and John Rogers associates of the Centre. The purpose of the Centre is to provide practical leadership tools to attract, retain and energize the right team members.
With over 25 years of management experience and a passion for leadershop communication, Kathleen works in the heart of industry. Her work has taken her from Istanbul to Honolulu, to factories in the south of the United States as well as the oil rush fields of Alberta. Her first book is Rules of Engagement for Communicating at Work: 5 Strategies for Decreasing Confirlct and Increasing Collaboration was published in 2004. Her second book, Leadership by Engagement was launched in September 2008.

Salvatore (Sal) Badali is a Partner in the Public Sector Practice of the Toronto office. Prior to joining Ray & Berndtson, Sal was the Director, Public Sector Practice in the Strategy and Operations group of Deloitte & Touche and has a financial, strategic planning and governance background. He has worked on a range of projects within the private, public and voluntary sectors in Canada and around the world.
Sal holds an MBA from York University, a Bachelor of Commerce from the University of Toronto, is a Fellow of the Institute of Chartered Accountants, and is a recipient of the Queen’s Golden Jubilee Medal for service to the community. George became interested in international development while completing his Bachelor's in Engineering at the University of Waterloo. Excited by the role of appropriate technologies in development he co-founded EWB in 2000 as a way to tap into the Canadian engineering community in the fight against global poverty.
George is a frequent speaker at conferences and events across North America and was named one of Canada's Top 40 Under 40 in 2005. In 2004 he was awarded a prestigious Action Canada Fellowship on public policy, adding to previous awards for his work with EWB. Paul Macmillan is the National Public Sector Leader for Deloitte Canada, and a member of the Global Public Sector Leadership Team. Based in Toronto, Paul has consulted with Deputy Minister and Assistant Deputy Minister-level officials, and Crown Corporation Executives across Canada for more than 20 years.
