Project Description

A beacon of stability until the disputed election results in 2007, the Government of Kenya has taken great strides toward resolving its temporary political instability. Since 2007, IPAC has had the opportunity to work with Kenya on various initiatives aimed at enhancing governance infrastructure.

Spearheading a paradigm shift from a process based Public Service to a results-based one, the Public Sector Reform and Development Secretariat (PSRDS) in the office of the President of the Government of Kenya has implemented a program called Results for Kenyans. The program seeks to address Kenya’s Vision 2030 objectives of increasing prosperity and social equity for all Kenyans, as well as spreading democratic governance. As part of this program, IPAC was asked to help revamp the Public Service into a modern, citizen-focused organization. To assist in institutionalizing Results Based Management (RBM), IPAC contributed to the development of a curriculum, manual and training methodology for Institutional Capacity Building that would make the vocabulary and models of RBM common parlance within the government. PSRDS also asked IPAC to develop a Human Resources Management Reform Strategy (HRMRS).

Goals and Objectives

Our objectives in institutionalizing RBM are:
·     To develop a curriculum, manual and training methodology for Institutional Capacity Building to institutionalize RBM in Public Service and thereby build capacity in PSRDS;
·     To review the PSRDS Annual Work Plan, Performance Contract and Strategic Plan to ensure that they comply with the principles of RBM; and
·     To provide coaching and mentoring on RBM.

Our objectives in developing a HRMRS are:
·     To conduct stakeholder consultations to help define a new HRMRS;
·     To assist in the design and planning for HRMRS implementation; and
·     To build capacity by sharing experiences and best practices on human resource management.

Results and Achievements

We are pleased to report that the principles and practices of RBM have been well received by PSRDS. In addition to accomplishing this goal, IPAC piloted the capacity building program, assisted in the delivery of a trainer of trainers program, developed indicators for monitoring progress, and reviewed the PSRDS Annual Work Plan. The Canadian team included retired Assistant Deputy Minister, Art Daniels, and Mahmood Nanji, a current Assistant Deputy Minister in the Ontario Public Service.

We reviewed and revised the existing HRMRS, consulted with stakeholders and shared best practices, and also developed a plan for implementation of the agreed upon strategy. Our comprehensive report, which details the building blocks for successful implementation and next steps, now awaits Cabinet approval.
