Program Description
Sound governance and institutional capacity are primary prerequisites for sustainable development. IPAC’s new Good Governance Program (GGP) focuses on strengthening institutions and public services in developing countries through the provision of technical assistance utilizing senior public servants. The GGP is responsive to the needs identified by the developing country partners. Program initiatives enhance the public administration and policy-making capabilities of institutions involved in governing, designing or implementing poverty reduction programs. Emphasis is on long-term planning to build public sector capacities and to ensure that these capacities are sustainable into the future.

Goal
This program aims to foster responsive, democratic governance and an enabling environment for sustainable social, economic and environmental development.

Objectives
• To increase and strengthen the technical, management and other operational capacities of national governments and public sector association to deliver more effective programs and services that address sustainable development and poverty reduction.
• To contribute to creating a climate conducive for innovative, dynamic and transparent partnerships and relationships.
• To strengthen the capacity of national governments to formulate policies and deliver programs that recognize and respond to the needs of women and men and work toward narrowing inequalities

The GGP will contribute to Canada and CIDA priorities by focusing on governance at the centre of government and within the social, economic and environmental sectors. It will enhance the efficiency and effectiveness of government programs and services to increase transparency and accountability within the context of good governance and results-based performance management.

The GGP has established twinning partnerships with six countries and three public sector associations, as well as a number of multi-sectoral and regional partnerships.

IPAC has also developed information sharing Memoranda of Understanding with other public administration associations and schools of public administration.

Multi-sectoral and Regional Partnerships
The GGP uses innovative multi-sectoral and regional governance models to assist partners in addressing challenges in their communities in a holistic way. With its experience in building coherence in democratic governance and multi-sectoral approach, the GGP program is able to bring broad range of expertise to bear on solving complex problems in partner countries.
