Program Description:
This $4.28 million project includes two phases, a design phase and an implementation phase. The Design Phase was completed in June 2002; the Implementation Phase commenced in October 2002 and is to be completed by June 2005. The program will develop the management and operational capacity within key sectors to identify and develop greenhouse gas emission reduction projects that would meet the rules of, and could be funded under, the Kyoto Protocol's Clean Development Mechanism or Joint Implementation.
Goal:
To strengthen the capacity of participating countries to reduce future growth in greenhouse gas (GHG) emissions and create an environment more conducive to future private sector investment in the energy sector.
Objectives
To enable the participating countries to better attract new GHG emissions reductions investment through participation in the anticipated flexibility mechanisms of the Kyoto Protocol or its equivalent through:
• Increased awareness of climate change issues and business opportunities and among senior government officials
• A strengthened pool of project developers
• Strengthened private sector linkages between Canada and the Caspian Basin
• Enhanced Canadian awareness of the opportunities in the region
