Healthcare Leaders’ Dialogue on Governance Renewal – Toronto, January 16, 2008

Ontario’s health care system is still very much in the early stages of a “fundamental transformation”. One of the key questions that has been raised as the system undergoes transformation to a regionally integrated model is “Will local governance survive?”

This question is the subject of the Institute of Public Administration of Canada’s upcoming ,“Healthcare Leaders’ Dialogue on Governance Renewal” scheduled for January 16, 2008. What do you think? Should local community Boards be eliminated, or should they be transformed to align with the fundamental transformation of the health care system?

The background paper entitled “How can Local Healthcare Governance Survive?” is intended to provoke your thinking on this topic. What do you think about the health system’s strategic directions over the next few years? Where will the transformational journey lead? Will the Service Accountability Agreements with the Local Health Integration Networks facilitate the results that the delivery system needs to achieve?

Health System Transformation Readiness Assessment Survey

IPAC conducted a survey that will help gauge whether your local health system is ready to undertake the significant transformational journey that is part and parcel of the implementation of LHINs and the reform of the health care system in Ontario.

This survey is intended for leaders in the healthcare system in Ontario - people who occupy leadership positions at the clinical, management, policy or governance levels.

The results of this survey are available below and will be presented at the January 16, 2008 Healthcare Leaders’ Dialogue on Governance Renewal.

How Can Local Health Care Governance Survive?

Why did the McGuinty government decide to keep independent governance Boards in the Ontario healthcare system? Western Canadian models of integrated healthcare delivery systems got rid of local governance years ago when they created regional delivery models. Will the government continue to maintain independent local governance as a key feature of an integrated regional healthcare system after the October 10th election? 9:00     Table Dialogue – Participants will dialogue on the survey results and generate their best ideas on actions that could be taken by individuals, organizations, LHIN’s and the Ministry of Health & Long-term Care to assist in the transformation of the health care system.

9:30     Group Debriefs – Groups will report on their best ideas.

9:50     Who are the owners? What do the owners want? What do patients, families, taxpayers and citizens want from the health care system and how can governance Boards represent the best interests of the owners while understanding the needs of other stakeholders? - Elinor Caplan, Former Minister of Health (Ontario)

10:30     Table Dialogue – Participants discuss and fill out a survey that evaluates how well the health care system is meeting the needs of the owners and the various stakeholders.

10:50     Best Practices for health System design – what are the key design issues related to accountability and to moving to a 2nd curve health care system? - Ted Ball, Quantum Transformation

11:15     Table Dialogue – participants will review 1st and 2nd curve assumptions and determine the actions needed to move to a 2nd curve health care system in Ontario.

11:45     Group Debrief – Groups will report on the actions needed to move to a 2nd curve system in Ontario.

13:00     Best Practice Scorecards – what are the emerging smart practices for integrating and aligning health systems? How role can Balanced scorecards, aligned management systems, performance measurement and strategic learning systems play? - Ken Moore, Quantum Innovations

13:30     Table Dialogue – participants will discuss and fill out a survey to assess the readiness of their Board and their management to transform.
