Expert in Result-Based Management (RBM) for Eastern Africa (Djibouti)

The Deployment for Democratic Development (DDD) mechanism (www.democraticdevelopment.ca) deploys Canadian specialists on short-term assignments in the area of democratic governance to developing countries and countries in transition. It is funded by the Canadian International Development Agency (CIDA) and managed by the Institute of Public Administration of Canada (IPAC) and Rights & Democracy (R&D).

We are inviting interest from organizations and individuals with experience in developing and instituting Result-Based Management (RBM) systems in government organizations to serve as Canadian Expert Resource (CER) on the project to support the Intergovernmental Authority on Development (IGAD) in Djibouti (Eastern Africa).

Since its establishment, donors have supported IGAD as one of the key driving forces for regional economic cooperation and integration in Eastern Africa. As a result, IGAD has strategic partnerships and alliances with many stakeholders to advance its development objectives. IGAD has identified the need to establish a Result-Based Management system as a key building block to define the operations and plans of the organization in order to attract potential donors and manage anticipated increases in funding.

The initiative activities include a 5-day scoping mission to conduct of needs assessment and prepare a work plan for additional activities that would strengthen the IGAD’s RBM capacity. The implementation phase will be delivered by the same Expert, or another CER, as required.

Requirements

Applicants should have knowledge of and practical experience to:

  • Develop a Result-Based Management System
  • Adopt new program/project management tools such as Result-Based Management (RBM) and Results-Oriented Performance Appraisal
  • Shift IGAD’s development initiatives from project to program approach
  • Institute an M&E (monitoring and evaluation) function

Other requirements of this assignment include:

  • strong communication and presentational skills, specifically related to the policy preparation
  • experience in programmatic approaches
  • experience in developing policies and best practices on monitoring and evaluation
  • ability to read nuances of developments of complex issues at regional and multilateral levels
  • excellent writing skills
